Item No. 1 (continued) <br />In response to question, Mr. Schroeter and City Manager Smith stated that <br />the Local Agency Formation Commission ( LAFCO) wanted the entire area <br />annexed to avoid "islands" and there is no particular benefit or cost to <br />the City. <br />Discussion followed and Mr. Schroeter replied to questions and commented <br />concerning the proposed expansion of the Redwood Medical Clinic; provision <br />for parking; the sloping nature of the property nearby; whether any <br />subdivision of adjacent lots would be possible because of the grade; the <br />reasons for the expansion; and the uses of the unimproved property now <br />used as a street. <br />Mayor Stangel declared the public hearing open at 7:50 p.m. <br />Harry Bryan, 235 Brookwood, Woodside, owner of the lot at 249 Upland, <br />requested that his property be prezoned R -1 thereby permitting subdivision <br />of the property based on square footage. Mr. Bryan said that his lot is <br />not as steep as the others and could possibly be subdivided. <br />Robert Bernstein, architect for Redwood Medical Clinic, employed by James <br />W. Foug Associates, 2600 East Bayshore Road, Palo Alto, posted a rendering <br />of the planned uses of the Clinic site with the proposed expansion and <br />added parking. He stated that there is no access to the property from <br />Upland Road. Mr. Berstein replied to questions and commented regarding <br />details of the plan. <br />Tim Hallum, Clinic Administrator, replied to questions regarding the <br />reasons for expansion of the Clinic, citing reductions in cost of health <br />care and more patients. <br />Larry Lane, 250 Upland, reported he lives on a previously prezoned lot and <br />finds cars parked in front of his house daily. Mr. Lane said he purchased <br />his home from the Clinic and urged that they be required to maintain <br />better the houses they own in the neighborhood. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Biagi /Bury to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 8:11 p.m. <br />Discussion followed and Mr. Schroeter replied to questions and commented <br />concerning whether or not any of the lots on the sloping hill is level <br />enough to be subdivided and the expansion of the Clinic application for <br />prezoning by LAFCO in order to avoid unannexed islands in the City. <br />In reply to questions, Mr. Smith said that cost to the City of the lands <br />proposed to be annexed would be negligible, since there are no roads and <br />residents would have to pay for sewers.
