Item No. 3 (continued) <br />At the request of Assistant City Attorney Case, City Clerk Hildebrand <br />asked all witnesses planning to testify to stand and be sworn. <br />Building Official Malkemus referred to an overhead slide projection of the <br />area and the subject properties and to the content of his reports and <br />attached material relating to the condition of the property which prompted <br />the abatement proceedings. <br />Housing Coordinator Church presented slide photographs of the subject <br />properties indicating their condition and commented on the hazards to <br />health and safety presented therein. <br />Mike Ornelas of the Fire Marshall's Office reported the results of his <br />inspection of the properties, stating that very dangerous conditions <br />exist. <br />In response to question, Mrs. Case said that since the subject area is <br />part of a mandatory rehabilitation program area, City staff may investi- <br />gate and when hazardous or unhealthful conditions involving Code viola- <br />tions are found, they can order that the condition be corrected. Mrs. <br />Case and Mr. Church reported that most owners cooperate with the City and <br />take the low cost loans to enable them to made the necessary repairs with <br />the result that many people are now living in safer, more sanitary <br />housing. Mr. Church referred to the two -year record of communications <br />with the owners of the subject properties in an attempt to have conditions <br />corrected. <br />Mayor Stangel declared the public hearing open at 9:12 p.m. <br />Bill Rensch, investor in a group which owns the subject properties, <br />reported that the previous manager, Rick Fabian, was responsible for the <br />condition of the properties and the present owners wish to cooperate in <br />bringing them up to code. <br />Lengthy discussion followed and Mr. Rensch replied to questions and <br />commented concerning the involvement of the owners during the past two <br />years; their plans for the properties; the nature of the present <br />ownership; how soon they expect to be able to abate the life threatening <br />situations presented by the properties; and what might be done to assist <br />those who must move. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Biagi /Britschgi to close the public hearing. <br />Carried unanimously by voice vote and public closed at 9:36 p.m. <br />Titles read.
