<br />Discussion followed and Mr. Friedman, Mr. Smith and City Attorney Schricker <br />commented and replied to questions regarding estimated time frames and phasing; <br />role of existing property owners; the fact that much of the affected area is owned <br />by the City; the preliminary steps necessary to proceed; the desire of the City <br />Center Development Company to enter into an agreement for exclusive right to <br />negotiate before proceeding with specific design; the requirements of the City; <br />the need for review stages during any period affected by an exclusive right in <br />order to determine if progress is being made; whether or not interest has been <br />expressed by or solicited from other developers; the avenues available to the City <br />with regard to redevelopment projects; the need for cooperation between the <br />developer and the City in working out designs; and the expectation of the Downtown <br />Plan being presented to Council soon for consideration before proceeding. <br /> <br />CONSENSUS: Mayor Stangel determined it to be the consensus of Council to refer <br />the Concept Master Plan presented by City Center Development Company to staff for <br />revi ew and further study.
