Item No. 1 (continued) <br />Affidavits of Publication of Notice of Hearing and of Mailing are on <br />file. <br />Mayor Stangel declared the public hearing open at 7:55 p.m. <br />Jim Sievers, The Gregory Group, 350 Bridge Parkway, referred to his appeal <br />letter of November 18 and the supplementary letter of December 7. He pre- <br />sented slides of Horgan Ranch parcels which suggest 75 -176 dwelling units <br />were anticipated for the subject site and of Specific Plan language <br />relating to planned unit development (PUD) and of Planning Commission <br />Minutes. Mr. Sievers said that the PUD allows flexibility for better <br />design. <br />Aram Bassinian, 3990 Westerly Place, Newport Beach, architect, made a <br />slide presentation of the different elevations and floorplans containing <br />approximately 1600 to 2100 sq. ft. of the homes proposed to be con- <br />structed. Mr. Bassinian stated that a homeowners association will be <br />responsible for all front yard landscaping to insure proper maintenance. <br />Robert Foulk, Brian - Kangas - Foulk & Associates, 595 Price Street, <br />engineers, mentioned other PUDs engineered by his company as examples, <br />noting that they also have private streets, private homeowner amenities <br />and retain heritage trees. Mr. Foulk said the proposed development meets <br />Specific Plan requirements and urged Council to grant the appeal. <br />Larry Irons, 105 Atherwood, stated he opposes reversing the decision of <br />the Planning Commission because of the high density and small lots. Mr. <br />Irons said he knows development of the property is inevitable, but wants <br />quality development with density in accordance with the Specific Plan. He <br />suggested three and four - bedroom homes can be expected to create crowding <br />at the nearby elementary school. Mr. Irons suggested that the homes are <br />not spacious and their rooms are quite small. In response to question, <br />Mr. Irons stated that in the subdivision where he lives lots are 70 -75' x <br />60' containing homes of 1100 -1200 sq. ft. with three bedrooms and one <br />bath, originally. <br />Jim Nakano, 110 Horgan Avenue, referred to his letter of December 8, 1983 <br />relating to possible involvement of his property. Mr. Nakano said he does <br />not oppose the development but wants to be certain his concerns are <br />addressed. Mr. Foulk (see above) reported he is aware of Mr. Nakano's <br />concerns and will speak with him privately. <br />Pat Sikora, 165 Atherwood, read from the Specific Plan EIR of April 21, <br />1981 concerning the number of dwelling units anticipated for the Horgan <br />Ranch properties. Mrs. Sikora recommended that consideration regarding <br />likely future development should be given to the parcels still under the <br />Williamson Act. <br />Discussion followed and Mrs. Sikora replied to questions and commented <br />regarding discussions between neighbors and the developers; the belief of <br />neighbors that traffic problems would be created by the density; and her <br />belief that the number of units to be allowed was addressed in the <br />Specific Plan and that the proposed development does not meet that <br />requirement of the Plan. <br />Reg.Mtg. <br />12/12/83 <br />Page 2 <br />MINUTE BOOK NO. 44 <br />Page No. 304 <br />
