Public Hearing - Appeal of decision of <br />Zoning Administrator denying Application for <br />Use Permit and Architectural Permit, service <br />station/mini market, 1700 Middlefield Road - <br />ARCO Petroleum Product Company, San Mateo, <br />appellant <br /> <br />Report of Planning Director transmitted <br />2/10/22 <br />Appeal letter, J. D. Greenfelder, ARCO <br />Petroleum Products Company, San Mateo <br />1/7/82 <br /> <br />Mayor Biagi declared open 7:34 p.m. <br /> <br />City Manager Smith and City Attorney Schricker advised that the subject <br />application by ARCO was not denied but continued with the understanding that <br />a revised plan would be filed. They reported that the applicant preferred <br />to appeal the matter to the City Council and it should, therefore, be <br />interpreted that the Zoning Administrator denied the application. <br /> <br />Dale Greenfelder, 520 Compass Drive, representing ARCO, provided architect's <br />sketches of the present service station, and the revised plan submitted by <br />ARCO. Mr. Greenfelder stated that additional landscaping will be provided <br />also. In disagreement with the Zoning Administrator, Mr. Greenfelder stated <br />that ARCO believes the proposed revisions do give sufficient residential <br />character to the building. He introduced Rudy Vega who will operate the <br />business, observing he has been in business on the site for some years. <br /> <br />Discussion followed and Mr. Greenfelder and Mr. Smith commented and replied <br />to questions regarding hours of operation; whether problems might be <br />encountered as a result of the planned sale of wine and beer; whether the <br />Police Department has reviewed the plan for a mini-market selling wine and <br />beer; the fact that the Police Department would become involved at such time <br />as a police problem might occur; whether the operation might have an <br />undesirable effect on the nearby children's park; the City funds which have <br />been expended in an effort to upgrade the neighborhood; the kind of <br />conditions which might be attached to a use permit; and the efforts which <br />còuld be expected of the operator to enforce anti-littering and loitering <br />rules. <br /> <br />Reg.Mtg. <br />2/22/82 <br /> <br />-".O\ <br />lú <br />~ <br /> <br />," <br />
