<br />Planning Director Schroeter provided a brief summary of the history of the
<br />concept of redevelopment in Redwood City, beginning in 1966 with the adoption
<br />of the Downtown Development Plan, which incorpora ted a sec tion on the subjec t
<br />of redevelopment, but that the Plan has really never been acted upon; the
<br />fac t that Redwood City is the oldest city between San Francisco and San Jose,
<br />and therefore most of the development is from an earlier era; that because of
<br />its age, certain areas suffer from deteriora tion, stagna tion, obsolescence,
<br />defective design and construction, and that it has been characterized as a
<br />
