Malkemus passed photographs, number 1 through 44 (Exhibit bb), five black <br />and white photographs (Exhibit cc), and six black and white photographs <br />(Exhibit dd), to Council as he identified and coIlJllented on each. <br /> <br />In response to question by City Attorney Schricker, Mr. Malkemus advised that <br />the photographs represent conditions in approxima tely 90% of the struc tu re s <br />in "Gateway" project area, and about 50% of those in "Centre" project area. <br /> <br />Discussion followed, and Mr. Malkemus and City Manager Smith coIlJllented and <br />replied to questions regarding the desirability of rehabilitating buildings <br />where possible, as opposed to demlition; the fact that one of the !!Bin <br />aspects of the program would be to obtain sources of funds for Code <br />enforcement purposes and for rehabilitation loans. <br /> <br />Mr. Fargo stated that for the record, the Flood Insurance Rate Map (Exhibit <br />z) introduced by Mr. Addiego is to be identified to indicate the areas in <br />Project No.2 as Area A (Gateway) outlined in dark red; Area B (Centre) <br />outlined in green; Area C (Marina) outlined in orange; and Area D (Seaport) <br />outlined in dark blue. <br /> <br />In response to questions by Mr. Schricker, Mr. Malkemus advised that <br />deterioration of structures tends to accelerate with time if neglected, and <br />invites infestation by rodents and other structural pests. There is also <br />potentially the problem of unauthorized use by tenants. <br /> <br />Michael Church, Housing Officer, coIlJllented regarding two reports entered <br />previously - the CoIlJllunity Development Block Grant Application (Exhibit x), <br />and the CoIlJllunity Development Block Grant Strategy dated 1978 (Exhibit w). <br />He referred to the CDBG Strategy plan which among other things highlighted <br />specific needs for the do;mto;m area which are referenced on pg. 5. In <br />Census Tract 6102, of which the do;mtown area is a part (referenced on pg. <br />4), there is the largest concentration of the smallest houses in Redwood <br />City. He described the process of application by the City to the Housing <br />Assistance Plan, and this plan, which covers the period from 1979 through <br />1982 indicating that there were 803 housing units that were substandard by <br />federal definition. The priJ¡Jary conclusion of the Strategy Plan was the <br />major need for rehabilitatioh, such as parks, streets, curbs and gutters, <br />etc. Mr. Church reviewed briefly the rehabilitation program projects which <br />they have been working on. Mr. Church responded to questions by Council <br />regarding the number of assistance loans that have been !!Bde, and types of <br />other services offered, such as technical assistance. <br /> <br />(Council recessed from 9: 12 to 9:20 p.m. <br />and did not return.) <br /> <br />Councilman Rhodes left the meeting <br /> <br />Daniel Levin, Lincoln Property Company, 220 Lincoln Centre Drive, Foster <br />City, described the location of their Seaport Center Projec t in the vicinity <br />of the salt pile. He sta ted that the extent to which they can develop the <br />property will depend upon the extent to which they can obtain financing, and <br />that it will be necessary for them to have the assistance of redevelopment to <br />bring their project to fruition. Mr. Levin responded to questions by <br />Council, City Attorney Schricker and Mr. Fargo, advising that Seaport <br />Boulevard would have to be widened to four lanes in order to provide <br />sufficient access from Bayshore Highway to the project; that they could not <br />afford to !!Bke those improvements; that off-site improveIænts connected with <br />their project would amunt to approximately 10% of its cost, excluding <br />Seaport Boulevard; and their projec t is proposed to consist of light industry <br />since their studies of supply and demand indicate an excess of demand for <br />that use; and that the only benefits they are seeking from redevelopment are <br />the off-site improvements. <br /> <br />Pete Bohley, Brian, Kangas, Foulk Associates, coIlJllented regarding costs of <br />development on Bay lands, that reclamation of those lands comprise the major <br />part of the costs and require the expertise of soils engineers, the remval <br />of salt to a distant location, filling and grading; the fact that the project <br />requires a permanent levee. Other major costs would be involved in making <br />the project acceptable to the Public Works Department, as well as the design <br />and construe tion costs. <br /> <br />Fred Di Pietro, Redwood City Port Manager, referred to the report prepared in <br />1974 of a Development Program for the Port of Redwood City for the Board of <br /> <br />Redev /Council <br />7/13/82 <br />Page 4 <br /> <br />~1 <br />
