M/S Howard /Bain to close the public hearing. The motion passed by a <br />unanimous voice vote by those present. <br />Recommendation: <br />M/S Howard /Bain to approve the Police Chief's recommendation to dedicate <br />$100,730.00 of the Citizens Option for Public Safety (COPS) funds to the <br />salaries and benefits of the new police officer positions approved by City Council <br />pursuant to the staffing study of 1997. The Police Chief recommends that the <br />remaining funds, $9, 537.00, be dedicated to the purchase of law enforcement <br />equipment. The motion passed by a unanimous voice vote by those present. <br />(706) MINUTE ORDER 05 -08 <br />7. MATTERS OF COUNCIL INTEREST <br />A. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California <br />Cities Priority Focus Bulletin No. 47 -2004 and 48 -2004. Council may direct staff <br />to act on positions taken by Council. (Copies of League of California Cities <br />Priority Focus available in City Clerk's Department) <br />B. Council Member Hartnett — stated that due to the number (13) of applicants for <br />the vacant Council seat it appears that it is possible to appoint on the evening of <br />January 24 following the applicants' presentations session. <br />Mayor Ira stated that his intention had been to discuss that meeting and the <br />timing involved. He stated the tentative plan to begin the presentations at 6:15 <br />p.m., begin the regular City Council meeting close to the regular time of 7:00 p.m. <br />with the appointment of the applicant during Matters of Council Interest. Following <br />appointment, the appointee would appear in the City Clerk's Office at <br />approximately 10:00 a.m. the next morning to sign the oath of office with a <br />ceremonial swearing in at the City Council meeting of February 7, 2005. <br />C. Council Member Howard — commended Public Works Services and other <br />departments that have worked diligently to prevent flooding and keep the water <br />moving during the recent rainstorms. Although the tides were high, the gates and <br />channels were running smoothly, debris was not gathering, and Garrett Park was <br />running very smoothly. <br />8.
