Nita Spangler stated that the plan will not be viable unless a broad view is taken <br />and the community is apprised to come along with the Council. She stated that <br />movement out of the 3 member Utilities Committee should occur with <br />implementation of a community advisory group and open community meetings to <br />approach the issues on the peninsula. She agreed that a study of the carrying <br />capacity must take place to know what and where development should occur. <br />Christina Lai stated that incentives to use recycled water should be studied but <br />health concerns must be fully disclosed and water rate increases should not be <br />used to encourage residents to use recycled water. She encouraged working <br />with the school board and the parents' campaign committee that will identify any <br />new sites and whether it will use recycled water or not so that the school is not <br />forced to use recycled water. She asked for confirmation that agreement for <br />additional testings may still be voted upon by Council. <br />Pat Dixon stated that she had questions regarding the 12% conceptually <br />approved water increase. She stated that in 1988, she sat on a water rationing <br />board and asked for an explanation on how artificial turf is constructed, how it is <br />maintained and whether recycled water will be used to hose off. <br />Council comments included the rising costs of this project which are <br />disconcerting with the costs of desalinization and groundwater and whether <br />some could be tapped for landscape use in addition to this program, <br />desalinization estimate has no doubt risen as well <br />Recommendation <br />Foust/Hartnett to: <br />a. Approve the Redwood City Water Financing Plan — 2004 Update, <br />prepared by Bartle Wells Associates, Independent Public Finance <br />Advisors for the purpose of financing the Recycled Water Project — <br />Alternative 'TF', as recommended by the Community Task Force on <br />Recycled Water <br />b. Conceptually approve a 12% water rate increase, and ask the City <br />Council Utilities Committee to work with Staff to recommend how rate <br />increases could be implemented on July 1, 2005; <br />c. Give direction to the Utilities Committee and Staff on criteria for <br />adjustments to water connection and facilities fees for new development <br />and request that recommendations come back to Council for <br />consideration within 90 days.
