6', 6-/

REPORT

To the Honorable Mayor and City Council
And the Redevelopment Agency Board
From the City Manager and the Executive Director

April 11, 2005

Subject
Downtown Parking Management Plan

Recommendation
Reéeivj¡-'fnformation. No action required at this time.
.;

Summary
Much work has been done overthe past two years to ensure that Downtown's parking system
meets the new demands that will be placed upon it after the opening of the retail-cinema
project. Staff is moving forward on five individual aspects of Downtown parking, and all are
progressing well. They are:
1) Parking control equipment purchases and installation (bids submitted-to be brought
to Council at a future meeting)
2) Marshall Garage entrance configuration (bids accepted)
3) Parking garage and lot operations (RFP prepared for Marshall Garage, Middlefield Lot
T, and the new Jefferson Garage)
4) Parking Management (tonight's discussion)
5) Parking Requirements (tonight's discussion)

A chart is attached (Parking: The Big Picture) which describes each of these components in
more detail.

Items #1 to #3 are "nuts and bolts" issues, while items #4 and #5 are important policy issues
that the Council must set. Parking management relates to such issues as prices for City-
operated parking, time limits, and hours of enforcement. Parking requirements refer to the
amount of parking that must be provided with new development per our Zoning Ordinance.
These two topics will be the focus of tonight's presentation.

Background
With the completion of the "On Broadway" retail-cinema project fast approaching,
preparations must be made now to make sure that Downtown is ready for the new levels of

REDEVSHARED/2005 STAFF REPORTS/O4-200S/Downtown Parking Management Plan
DZ:CJe .
