1) Staff report; - 2) Open public hearing; 3) Hear public comment; 4) Close public hearing; 5) Council discussion; 6) Council Action: Recommendation: Uphold the decision of the Zoning Administrator to approve the permit subject to the following seven conditions: 1. When dropping-off and picking up children, parents should be considerate to the residents of Maxwell Lane ("considerate" is further defined in the following six conditions); 2. Parents who will patronize the large family day care home should not block driveways, turn around in or park their cars on neighbors' properties; 3. Parents who will patronize the large family day care home shall obey all traffic laws; 4. Parents shall not allow their child/children to cross or play on neighbors' properties; 5. Parents shall supervise their child/children at all times when picking-up and - dropping off. When crossing the street parents shall hold their child's/children's hands; 6. Noise must be kept to a minimum when picking-up and/or dropping off. Therefore, parents shall not honk their horns unnecessarily; 7. The applicant shall maintain an open communication channel with the neighbors. If requested, the applicant shall meet with the neighbors/residents of Maxwell Lane on an as-needed basis to address any concerns or complaints the neighbors may have regarding the large family day care home. 11.
