Whenever, at the time of adoption of this ordinance or at any date subsequent thereto, any person who owns abutting parcels of land which were estab- lished as separate building sites under subdivision proceedings completed prior to the adoption of this ordinance but which, if placed under separate ownerships would not comply with the mini- mum basic lot area, width or street frontage requirements of this ordinance for the district in which such lot is located, such abutting parcels shall be deemed to be a single building site and shall not be conveyed separately unless subdivision proceedings are completed under the provisions of Chapter 30 of the City Code subsequent to the adoption of this ordinance to establish each lot as a building site or unless variance pro- ceedings are completed under Article 43. la
