<br />DES:d;1l" 04/08/93 <br /> <br />(062/34) <br /> <br />a RIG I N A L <br /> <br />4/12/93 <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. <br /> <br />11963 <br /> <br />---------- <br /> <br />RESOLUTION URGING LOCAL CONSENSUS IN OPPOSITION <br />PROPOSED CUTS IN LOCAL FUNDS BY STATE LEGISLATURE <br /> <br />TO <br /> <br />WHEREAS, this Council is strongly opposed to the diversion <br /> <br />by <br /> <br />the <br /> <br />State <br /> <br />government <br /> <br />of <br /> <br />property <br /> <br />tax <br /> <br />revenues, <br /> <br />including <br /> <br />redevelopment <br /> <br />tax <br /> <br />increment <br /> <br />revenues, <br /> <br />and <br /> <br />other <br /> <br />revenues <br /> <br />supporting <br /> <br />local <br /> <br />services <br /> <br />to replace <br /> <br />short-falls <br /> <br />in the State <br /> <br />budget; and <br /> <br />WHEREAS, counties as well as cities are the common target of <br /> <br />State Legislative efforts to divert local government revenues to <br /> <br />State purposes; and <br /> <br />WHEREAS, <br /> <br />counties, <br /> <br />under <br /> <br />current <br /> <br />law, <br /> <br />provide <br /> <br />for <br /> <br />the <br /> <br />allocation of property tax revenues to counties, cities, <br /> <br />school <br /> <br />districts, special districts and redevelopment agencies; and <br /> <br />WHEREAS, in order to impress upon the State government the <br /> <br />need <br /> <br />for <br /> <br />long-term <br /> <br />fiscal <br /> <br />reform <br /> <br />at <br /> <br />the <br /> <br />State <br /> <br />level <br /> <br />without <br /> <br />imperiling local services provided by counties, cities, and other <br /> <br />local agencies, measures must be taken to prevent the diversion <br /> <br />of property tax revenues to State purposes; <br /> <br />NOW, THEREFORE; <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, <br /> <br />AS FOLLOWS: <br /> <br />1. <br /> <br />This Council hereby endorses the policy of cooperation <br /> <br />among <br /> <br />counties, <br /> <br />cities, <br /> <br />school <br /> <br />districts, <br /> <br />special <br /> <br />districts, <br /> <br />redevelopment agencies, <br /> <br />and other local agencies in efforts to <br /> <br />convince the State government to refrain from the diversion of <br /> <br />local tax revenues and other revenue sources historically relied <br /> <br />"."--'~.""._".""'_."'."""-'---""'--r-.".""-"""--.'_.""._, <br />
