The purpose of
the additional vehicles is for two new water conservation positions and one new water
quality position in the Public Works Services Oepartment.

The City Clerk advertised the bid invitation with copies of the bid being mailed to eight
vendors including one local dealership. The two bids received were opened by the City
Clerk on April 6, 2005 which are summarized as follows:

Toyota 101

Redwood City, CA

$277,402.51
$278,163.00

Toyota Sunnyvale

Sunnyvale, CA

The low bid from Toyota 101 represents a per unit fleet cost of $25,218.41 which is
$1,927.00 below market retail value. Staff considers their bid to be a good and responsive
bid.

The Toyota Prius received one of the highest "green scores" for energy efficiency. The
green score is a numeric value of the vehicle's environmental friendliness. It is not based
solely on fuel economy. but also incorporates tailpipe emissions and emissions of gases
that cause global warming.

Fifteen staff members in various departments conducted extensive evaluations of the
Toyota Prius Hybrid Vehicle to determine its viability as a city vehicle in different job
functions. Evaluation results were very positive and staff has found this hybrid vehicle will
fit into many city job applications.

Alternative
Currently the eight existing vehicles which are scheduled to be replaced have met and or
exceeded their useful life cycle. It would not be economically sound to invest in the
continued use and repair of these vehicles if they were to experience a major breakdown
due to their age and condition. The alternative of not replacing these vehicles or
purchasing the additional vehicles would impact the operational requirements of the
customer departments since these vehicles are used daily for fieldwork.
