<br />6: /F-/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />and the Redevelopment Agency Board from <br />the Ci Mana er and Executive Director <br /> <br />April 25, 2005 <br /> <br />Subject <br />Award of Contract - Procuring & Installing Parking Control System <br /> <br />Recommendation <br />1. Approve the Contract Oocuments and award the contract for the Procuring & <br />Installing Parking Control System Project to the lowest bidder, McGann Associates, <br />Inc. of San Leandro, California, for their bid of $753,663.00. <br /> <br />2. Reject the bid protest by the second low bidder, Federal APD. <br /> <br />Background <br />As part of the redevelopment of the Oowntown, and creating a parking control <br />management system, this project will facilitate the implementation of a managed <br />parking control system for three (3) sites in the Oowntown. <br /> <br />The installation of this equipment will provide the revenue control for the required <br />parking management for the "On-Broadway" Parking Structure, the Marshall Street <br />Parking Structure, and the Block 2 Parking Lot location. This system will entail <br />illuminated signage, card readers, intercoms, pay-on-foot stations, gate arms, and all <br />other associated equipment. <br /> <br />This equipment is computer controlled and can be set for any variation in parking rates, <br />times of operation, validation, etc. When the City Council approves the parking <br />management plan, the equipment will be programmed accordingly. The equipment is <br />being purchased and installed now to insure that it is in place by the end of the year. <br /> <br />Operation <br />When a patron enters one of the Parking Facilities in their vehicle, they would press a <br />button that would dispense a magnetic card ticket and raise the parking control gate. <br />The patron could then visit a merchant that had a "validator" and get their ticket <br />validated for some specific timeframe. The "validor" would record on the magnetic strip, <br />the name of the merchant, and how much time that the patron would be entitled to park <br />for free in the parking facility. Upon returning to the parking facility, the patron would <br />visit one of the pay-on-foot systems and insert the magnetic ticket. The pay-on-foot <br />machine would record the information from the merchant who validated the ticket, <br />display any amount owed, and ask for payment. The patron could either, pay by credit <br />card or cash; the pay-on-foot machine would then dispense a ticket and the patron <br />would have a fixed amount of time to exit the garage in their vehicle. After getting back <br />into vehicle and exiting the parking facility, the patron would insert the magnetic strip <br />ticket into the exiting gate, and the gate would raise and let the patron out. <br /> <br />Page 1 of 2 <br /> <br />--"'r <br />
