6. /1%-/ REPORT To the Honorable Mayor and City Council From the Ci Mana er April 25, 2005 Subject Agreement with the San Mateo County Superintendent of Schools for San Mateo Recommendation Approve by motion and authorize the City Manager to execute the agreement between the City of Redwood City and the San Mateo County Superintendent of Schools. Background The San Mateo County Superintendent of Schools has been chosen as the lead agency and fiscal agent for implementation of Preschool for All in San Mateo County. The Redwood City School District has been selected as the pilot city for this program. In this regard, the County Superintendent has received a three (3) year grant of seven million seven hundred thousand dollars ($7,700,000) from First 5 San Mateo County. The County Superintendent wishes to take advantage of the expertise, contacts and relationships already established by our Child Care Coordinator in Redwood City with the early childhood community. They have requested we contract with them for the purpose of providing Child Care Coordination support. They will issue payment to the City in an amount not to exceed twenty-seven thousand dollars and no cents ($27,000) for the Services (personnel costs $26,113.00; out-of-pocket expenses $887.00). Personnel costs are charged at $40.36 hourly for 110 hours and $41.68 hourly for 520 hours (equivalent to .25 FTE for 62 weeks). Payment will be made to City on a quarterly basis and be based upon invoices submitted to the County Superintendent by City. Upon mutual agreement of the Parties, the City Manager may. by written amendment, agree to adjust the City's hourly commitment and City's hourly rate. Payments will be made within 31 days of receipt of an approved invoice. Alternative Not accept this agreement and the Child Care Coordinator would remain at .50 FTE supplemented by a .25 FTE Agreement with Child Care Coordinating Council. Fiscal Impacts The San Mateo County Schools Superintendent will be billed on a quarterly basis from April 2005 to June 30, 2006.
