<br />/6'-1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />April 25, 2005 <br /> <br />Subject <br />Courthouse Façade Reconstruction and Plaza Project ("Project") - Approval of <br />Resolution Concerning Environmental Review and Agreement with San Mateo <br />County <br /> <br />Recommendation <br />1. Approve the attached Resolution making findings concerning mitigation <br />measures, project alternatives and a Statement of Overriding <br />Considerations (SaC) in accordance with the California Environmental <br />Quality Act (CEQA). <br />2. Approve the Agreement with San Mateo County for the development and <br />use of the historic County Courthouse complex ("Courthouse Block"). <br /> <br />If the Council wishes to proceed with the Project, action must first be taken on <br />the resolution regarding the environmental findings, before the County <br />Agreement can be approved. <br /> <br />Background <br /> <br />As part of the revitalization of downtown, the City of Redwood City expressed a <br />desire to preserve the historic County Complex and to begin to restore it as a <br />community asset. The initial phase of this Project is proposed to include: <br /> <br />1. Removal of the South Annex 1 that obscures the historic Courthouse <br />("Courthouse") façade <br />2. Reconstruction of the Courthouse façade <br />3. Creation of a public plaza in front of the Courthouse. <br /> <br />The County is the owner of the property that currently contains the Courthouse <br />(circa 1910) the South Annex (circa 1939, shown in Attachment 3) and the North <br />Annex (circa 1941). In January 2005, City and County officials began meetings <br />to negotiate the terms of a cooperative agreement ("Agreement") between the <br />two public agencies that would allow the Project to proceed. <br /> <br />It was agreed by both parties that since the Courthouse and its annexes are no <br />longer needed for regular court functions and are being leased by the San Mateo <br /> <br />1 The Annex facing Broadway <br /> <br />1 <br /> <br />- .-.., ....'.' .......
