/6'-1 REPORT To the Honorable Mayor and City Council From the Cit Mana er April 25, 2005 Subject Courthouse Façade Reconstruction and Plaza Project ("Project") - Approval of Resolution Concerning Environmental Review and Agreement with San Mateo County Recommendation 1. Approve the attached Resolution making findings concerning mitigation measures, project alternatives and a Statement of Overriding Considerations (SaC) in accordance with the California Environmental Quality Act (CEQA). 2. Approve the Agreement with San Mateo County for the development and use of the historic County Courthouse complex ("Courthouse Block"). If the Council wishes to proceed with the Project, action must first be taken on the resolution regarding the environmental findings, before the County Agreement can be approved. Background As part of the revitalization of downtown, the City of Redwood City expressed a desire to preserve the historic County Complex and to begin to restore it as a community asset. The initial phase of this Project is proposed to include: 1. Removal of the South Annex 1 that obscures the historic Courthouse ("Courthouse") façade 2. Reconstruction of the Courthouse façade 3. Creation of a public plaza in front of the Courthouse. The County is the owner of the property that currently contains the Courthouse (circa 1910) the South Annex (circa 1939, shown in Attachment 3) and the North Annex (circa 1941). In January 2005, City and County officials began meetings to negotiate the terms of a cooperative agreement ("Agreement") between the two public agencies that would allow the Project to proceed.
