<br />/ð-ð <br /> <br />other adjoining Downtown projects and venues (e.g. the Retail-Cinema <br />projectfTheater Way improvements and the Historic Fox Theater/Little Fox). The <br />Complex currently houses the San Mateo County Historical Museum which will <br />also benefit from improved access and visibility. This Project will rebuild some of <br />the traditional urban fabric of Downtown and will serve as an important <br />revitalization tool. Future projects adjoining the site will benefit from the grand <br />open space created by the plaza. <br /> <br />Environmental Issues <br />The Final Environmental Impact Report (FEIR), project alternatives and <br />recommended mitigation measures for the Project were reviewed and approved <br />by the Planning Commission on January 18, 2005. . <br /> <br />The City Council has delegated to the Planning Commission the task of holding <br />hearings and certifying EIR's. However, CEQA requires that the City Council, as <br />the legislative body of the decision-making agency, review and make findings on <br />the significant environmental effects identified in EIR's. The resolution referenced <br />in Recommendation Item 1 above (the "Findings Resolution") summarizes the <br />impacts identified in the FEIR and makes findings for those impacts that are <br />deemed to have significant effects. <br /> <br />A full discussion of the environmental issues is attached as Exhibit 1. <br /> <br />Fiscal Impact <br />There is no fiscal impact associated with the two actions recommended in this <br />report. The Courthouse project will be financed through Redevelopment funds <br />and Capital Improvement Project funds, and has been identified as one of the <br />projects in the Downtown Funding Plan. On February 21, 2005, the City Council <br />reviewed and approved a contract with OPR Construction for the demolition of <br />the South Annex and the facade construction in the amount of $4,950,000.
