/ <5'- /.-{

Modify the Plans and simplify the design of the guardrail so that it is
compatible to the historic guardrail but is sufficiently different. from the
historic guardrail in order to conform to the Standards.

Monitoring: Prior to Council consideration of the Project, the Plans were
modified to conform to the Standards. Staff will coordinate the needed modifications and
will monitor the installation of the guardrail.

Finding: The mitigation measure is feasible and would reduce the impacts of the
Project to less-than-significant levels because the measure would conform' to the
Standards relating to the treatment of such historic resources.

E)

Sandblasting

Potential Impact: The Plans, page A3.8, note 11, reference "sandblast or
chemical etch to match". The Plans did not specify which procedure should be applied
to the siding of the building nor where the procedures were to occur. This note should
be clarified to eliminate confusion and comply with the Standards.

Mitigation: The following mitigation measure, as set forth in the FEIR, is hereby
adopted and will be implemented as provided in the mitigation monitoring and reporting
effort:

Plans should be modified to state that "sandblast or chemical etch to
match" should be limited to new sections only and measures should be
taken to ensure the protection of the historic exterior siding of the
Courthouse.

Monitoring: Prior to Council consideration of the Project, the Plans were
modified to conform to the Standards. Staff will coordinate the needed modifications and
will monitor the correct application of the surface treatment.

Finding: The mitigation measure is feasible and would reduce the impacts of the
Project to less-than-significant levels because the measure would conform to the
Standards relating to the treatment of such historic resources.

F)

Window Replacement at West Elevation

Potential Impact: The Plans, page A8.1, notes w/15 and w/14, state that
"existing windows to be replaced with removable window assembly for large exhibit
receiving" (west elevation). According to the Standards, the removal of existing, historic
windows that are primary character defining features will result in an impact to the
historic resource.

Atty/Reso/Reso .1530
042005

4
