<br />/ð-~+ <br /> <br />STAFF RECOMMENDATION: <br /> <br />Staff recommends that the Planning Commission certify the Environmental <br />Impact Report and based on the information contained in the report; the Draft and <br />Final EIRs; and Commission discussion, find that: <br /> <br />(1) The Planning Commission has reviewed and considered all the information <br />contained in the Final EIR; <br /> <br />(2) The Final EIR reflects the City's independent judgment and analysis; and <br /> <br />(3) The Final EIR has been completed in compliance with the California <br />Environmental Quality Act (CEQA). <br /> <br />PUBLIC HEARING: No <br /> <br /># OF NOTICES MAILED: NA <br />LEGAL NOTICE: NA <br /> <br />GENERAL PLAN DESIGNATION AND CONFORMANCE: <br />The site is designated "Public and Quasi-Public-Government" on the General Plan. <br />As indicated in the EIR (page 2), the removal of the South Annex and restoration of <br />the Courthouse and park features is listed in the General Plan's Historic Resources <br />Element (pages 13-9, 13-C-1). Goal 1-C (page 13-4) further states: "Encourage <br />removal of structures in landmark districts and sites which are not of compatible <br />design to the character of the district to allow replacement by compatible structures." <br />Lastly, the City's Historic Resource Element identifies several goals which aim to <br />preserve and enhance the architectural and historic character, cohesiveness and <br />compatibility of designated landmarks, districts and sites. The proposed project is <br />therefore consistent with the Redwood City General Plan. <br /> <br />SITE DESCRIPTION: <br />The subject block contains approximately 60,000 square feet and is located in central <br />Redwood City. Specifically, the Project site contains approximately 18,000 square feet <br />and is currently occupied by a three-story "Art Deco" South Annex building which was <br />constructed in 1939 in front of the 1910 San Mateo County Courthouse (listed on the <br />National Register of Historic places). The South Annex building fronts on Broadway <br />and portions of Hamilton Street as well as Middlefield Road. <br /> <br />ADJACENT LAND USES: <br />The site lies near the historic core of Redwood City, along a primary Downtown retail <br />corridor. Across the street on Broadway, the South Annex faces the 1928 New <br />Sequoia-Fox Theater (a property which is listed on the National Register of Historic <br />Places). Across the street on Hamilton Street is a contemporary one-story bank <br />building. The building across the street on Midllefield Road consists of a recently <br />remodeled two-story commercial building whose ground floor is occupied by a <br />restaurant, the second floor contains offices. <br /> <br />SPECIAL STUDY AREA: Oowntown Redevelopment Sub-Area. <br /> <br />FLOOD HAZARD AREA: "B" (100-500 year flood) Zone. <br />
