<br />/ð-¿? <br /> <br />b) Use extreme caution during demolition of the building connection area between the <br />Courthouse and South Annex to insure the preservation of any original building <br />elements or remaining features of the Courthouse. Carefully excavate the land, <br />considered "undisturbed", in this underlying area and provide archaeological <br />supervision (and applicable documentation) in the event of any discovery of historical <br />resources. <br /> <br />. . <br /> <br />c) Identify through signage that the reconstruction is a contemporary re-creation. <br />City staff will be responsible for monitoring the above mitigation measures. <br /> <br />Comments from the Public <br />The Notice Of Completion of the Oraft EIR was filed on November 1, 2004 and the <br />DEIR circulated. Two comment letters were received during the CEQA-mandated <br />comment and review period (see attached). The Final EIR responds to the subject <br />comments and provides recommendations. <br /> <br />Statement of Overriding Consideration <br />Although there is overwhelming public support for this project due to the anticipated <br />significant public benefits, the demolition of the South Annex will result in substantial <br />adverse change in the significance of a historical resource according to Section <br />15064.5 of CEQA and consequently the City Council, as the project approval body, <br />will need to adopt a Statement of Overriding Consideration (SOC) at the time of <br />project approval in March 2005. According to CEQA, a Notice Of Oetermination will <br />then need to be filed within five days of project approval. <br /> <br />CONCLUSION: <br />Since the issuance of this report the City has taken measures to comply with the <br />Secretary of Interior's Standards for Reconstruction (window plans will be modified <br />and contract with an archaeologist is being processed) and consequently, the <br />proposed project will meet the Standards for Reconstruction, as mitigated. <br /> <br />A salvage matrix has been prepared for incorporation to the demolition plans for the <br />South Annex in order to insure the preservation of the easily removable items listed <br />as "Architectural Significant Features" in the HBS report. If determined infeasible to <br />remove during demolition, the City will comply with the applicable preservation <br />standards for mitigation. The most significant example involves the South Annex's <br />bas-relief panels and pavilion decorative detailing which cannot be salvaged because <br />these elements are poured in place concrete construction making salvage infeasible. <br />However, the City has taken steps to photographically record these elements (in <br />compliance with Historical Archival Building Survey standards) in order to allow the <br />preparation of scaled drawings in the event of a community desire to create <br />replications of these panels. <br /> <br />Staff recommends that the Commission certify the Final EIR as recommended above. <br /> <br />. _.. --""""""""'---""""----"'-T--"--' <br />
