CALIFORNIA HOUSING FINANCE AGENCY <br /> <br /> HOME OWNERSHIP AND HOME IMPROVEMENT LOAN PROGRAM (HOHI) <br /> <br /> LOCAL GOVERN)4ENT AGREEMENT <br /> <br /> PART II - CONCENTRATED REHABILITATION AREAS <br /> <br /> Services and Improvements <br /> <br /> LOCALITY'S adoption and implementation of the following <br />programs within the designated Concentrated Rehabilitation <br />Area(s) shall be conditions precedent to CHFA'S obligation to <br />provide the financing assistance under the HOHI Program. <br /> <br /> A..Housing Assistance Services. LOCALITY shall operate <br />programs that ssslst low and very low income residents to afford <br />decent, safe and sanitary housing, including improvements to the <br />housing necessitated by the code enforcement effort required in <br />Section B below. These housing assistance programs are described <br />in Exhibits B-1 through B-4 of this Agreement. <br /> <br /> B. Code Enforcement. LOCALITY shall operate a program to <br />provide concentrated and continuing enforcement of rehabilita- <br />tion standards in the designated area. LOCALITY'S description of <br />this code enforcement program is attached as Exhibit C. <br /> <br /> C. Marketing. LOCALITY shall operate a program to <br />encourage participation by local lenders and to inform the <br />LOCALITY residents of the existence of financial assistance <br />available as a part of the HOHI Program. Description of <br />LOCALITY'S marketing program is attached as Exhibit C. <br /> <br /> D. Capital Improvements. LOCALITY shall provide specific <br />capital improvements. These improvements, the amount budgeted, <br />and the timetable for starting and completing the work are shown <br />in Exhibit D of this Agreement. <br /> <br /> E. Relocation. LOCALITY shall operate a program to <br />ascertain and resolve problems of displacement of tenants in <br />housing to be financed with CHFA loans. These procedures shall <br />be sufficient to enable the LOCALITY to certify <br />{Certificate #002b, attached hereto) with respect to each loan <br />for each unit in a rental property not occupied by the borrower <br />that either: <br /> <br /> 1.
