4/25/2005
Mitigation: The following mitigation measure, as set forth in the FEIR, is hereby
adopted and will be implemented as provided in the mitigation monitoring and reporting
effort:
Modify the Plans to indicate that the existing windows should be re- worked
to meet operational needs/ or identify other alternatives so as to retain the
existing, historic windows in place.
Monitoring: Prior to Council consideration of the Project, the Plans were
modified to conform to the Standards. Staff will coordinate the needed modifications and
will monitor the treatment of the windows.
Finding: The mitigation measure is feasible and would reduce the impacts of the
Project to less- than - significant levels because the measure would conform to the
Standards relating to the treatment of such historic resources.
G) Plaza Design
Potential Impacts:
1) Pavilion features: The two new pavilions repeat features (roof shape,
columns and pilasters) and materials from both the interior and exterior of the
Courthouse which does not comply with the Standards and would cause an impact on
the Courthouse resource. These features are considered conjectural and historically
incompatible because 1) the designs are too close to the design of the historic features,
and 2) an interior feature is being duplicated for an exterior feature.
2) Placement, height and massing of pavilions: The placement, height and
massing of the two pavilions would obscure angled views of the Courthouse from
primary approaches that existed during the period of significance. They also reduce the
Beaux- Arts design intent by eliminating the hierarchy of the entrances: main and
secondary side entrances. For the same reasons described above in G 1), the
installation of these pavilions would result in a cultural impact.
3) Plaza features screening view to historic Courthouse: Plaza features (rows
of palms trees, the pavilions, fountains, and raised planters) would create too many
"screens" to view the Courthouse. The grove of trees in front of the side wings creates
another set of screens. The overall effect reduces oblique views of the important forms
and massing of the Courthouse and eliminates any full view of the South elevation as it
was seen during the period of significance. The blocking of a resource does not comply
with the Standards and the installation of the above features would cause a cultural
impact.
Mitigation: Simplify the design of the pavilions to reduce mass and avoid
duplication of historic features. Placing flat or slanted skylights below the parapet would
reduce the negative impact to a less- than - significant level.
