4/25/2005
Mitigation: The following mitigation measure, as set forth in the FEIR, is hereby
adopted and will be implemented as provided in the mitigation monitoring and reporting
effort:
No disturbance of archaeological nature is anticipated at the Project site
since the Plans show that excavation will not occur deeper than the
existing building footings of the South Annex. The sole area which has the
potential for undisturbed soil is the "hyphen" or building connection
between the South Annex and the Courthouse. Further archival and field
study and monitoring (as needed) by a qualified archaeologist will be
required to address the presence (or lack thereof) of archaeological
resources in conformance with the Standards and the City- adopted
Cultural Resources Management Plan.
Monitoring: Prior to City Council consideration of the Project, staff hired a
qualified archeologist who submitted additional documented evidence that confirmed
that Project excavation would not result in an impact on archeological resources. Staff
has secured an agreement with a qualified archeologist whose presence on site during
excavation of the "hyphen" between the South Annex and the old Courthouse will be
coordinated by staff in conformance with the Standards and City- adopted Cultural
Resources Management Plan.
Finding: The mitigation measure is feasible and would reduce the impacts of the
Project to less- than - significant levels because the measure would conform to the
Standards and the City's Cultural Resources Management Plan relating to the treatment
of such historic resources.
Atty /Reso /Reso.1530 14639
042005 7 Muff # 301
