EXHIBIT `C' <br />CITY OF REDWOOD CITY <br />SEAPORT CENTRE MAINTENANCE DISTRICT <br />NOTICE OF PROPOSED ASSESSMENT <br />Maximum Annual <br />Assessor's Parcel Number Assessment Levy on Parcel <br />XXX -XX -XXX $XX.XX <br />Property Owner Name <br />Mailing Address <br />Total Annual District Budget: $187,000.00 <br />Maximum Annual District Assessment: $187,000.00 <br />Your Maximum Annual Assessment: $XX.XX <br />Reason for the Proposed Assessment: On April 22, 1985 the City Council of the City of <br />Redwood City established the Seaport Centre Maintenance District (the "District ") which <br />provided for the levy of annual assessments on parcels within the District pursuant to a method <br />of assessment spread in an aggregate amount sufficient to pay for estimated annual maintenance <br />expenses associated with public improvements relating to levees, storm drains, water facilities <br />and sanitary sewer facilities (the "Facilities ") in the District, the operation and maintenance of <br />which benefited privately owned parcels within the District. On November 5, 1996 California <br />voters approved Proposition 218, an amendment to the California Constitution that requires <br />existing, new or increased assessments, beginning July 1, 1997, to be approved by affected <br />property owners pursuant to a majority vote. Each property will receive one ballot that is <br />weighted according to the proportional financial obligation of the affected property. On May 22, <br />2000, this District was ratified in accordance to Proposition 218, and a similar property owner <br />election was called. On July 10, 2000, the vote was tallied. All owners voted in favor of the 5- <br />year budget covering 2000 -2005 and approved the assessment for the years covered. <br />Description of Improvements: The Facilities to be maintained by the District include 1) any <br />and all levees for the protection of the Seaport Centre project from inundation, any and all <br />retaining walls, and any and all outboard rock slope protection facilities necessary for erosion <br />control, together with any and all appurtenances to any of the above now existing or hereafter to <br />be constructed in or for the Seaport Centre project; 2) any and all surface and subsurface storm <br />1 <br />
