3. Authorizes the City Manager to execute all required documents for the <br />submittal to the U.S. Department of Housing & Urban Development <br />(404) <br />RESOLUTION 14641 APPROVING COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM CONSOLIDATED PLAN (2005 -2010) AND APPLICATION <br />FOR FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT <br />AND HOME INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE <br />CITY HAS FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; AND <br />AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING <br />THERETO (FISCAL YEAR 2005- 2006). <br />The motion passed by a unanimous roll call vote. <br />2. Housing and Human Concerns Committee 2005/2006 Funding Recommendations <br />for the Human Services Financial Assistance (HSFA) Program. <br />Human Services Manager Chin stated this is an integral part of the overall <br />needs and strategies and Priority #2 of the Consolidated Plan. She explained <br />that the HHCC has prioritized HSFA funding to support non - housing basic <br />human needs with CDBG funds. She further explained the process that <br />included workshops for potential applicants, review of preliminary applications <br />to provide feedback for the final application. <br />Council Members comments included that the HSFA program is city funded <br />and has been in place for several years and the desire for staff to report on <br />the County task force with the plan to end homelessness and how funding <br />might assist the City. Pride was expressed for the work done in both the basic <br />needs as well as other needs such as victims of abuse. <br />Recommendation: <br />No action required at this time. This report was provided to set the larger <br />context for the Council review of the Proposed Five -Year Consolidated Plan in <br />connection with the receipt of federal funding. Council will review the Housing <br />and Human Concerns Committee recommendations for HSFA for FY 05 -06 at <br />budget study sessions in June. (404) <br />8. STAFF REPORTS <br />A. Time Extension Hearing for Termination of Non - Conforming Use (Secrets Adult <br />Boutique) at 739 El Camino Real. <br />Principal Planner Passanisi explained the background on the topic. He stated <br />that a time extension of the use must be granted if the City can make certain <br />findings. He further outlined those findings.
