Amold Schwarzenegger has issued a new proGamation, laying out <br /> the limited conditions under which he will consider negotiating future Indian <br /> gaming compacts. <br /> Announced this week, the proGamation gives both local govemments and <br /> local voters a major say in the approval af new casinos outside of an urban <br /> WANT MORE DETAILS area.
