Page 3 <br /> Other — Overall Compliance with Maintenance and OpeFation of Facilities <br /> a) BFI maintained and operated the facilities reasonably wel?, based on monthly <br /> inspections by the SB WMA consultant. Areas in need of further improvement � <br /> include: <br /> • Traf�c flow. BFI has expanded their hours of ope�ation in an attempt to address <br /> the traffic cueing on Shoreway. Further improvement is needed gi�ven the limited <br /> space and increased diversion activity within the Transfer Stadon. <br /> • Accuracy at the scale house. BFI's under-collec�ed revenue in 2002 and 2003 for <br /> self haul loads into the Transfer Starion. This under-collection resulted in $1 - <br /> million unbilled revenue fbr SBWMA in 2002 atnd 2003. BI�I has agreed to a <br /> settlement to compensate the SBWMA and has implemented measurement <br /> procedures for incoming loads. This azea needs continLed oversight by the <br /> SBWMA. <br /> • Past Facilities Managers' attention has been diverted to other projects and resulted <br /> in deferred maintenance at the facilities. The Facilities Manager's time needs to <br /> be focused on maintai.ning the facilities and �quipment a�d not distracted with <br /> other tasks. <br /> Collection A�reement• <br /> 1. SBWMA <br /> commits funding to BFI for the lazgest commercial ou�reach staff in the Bay Area. <br /> d) At the hearing it was noted that the ciurent BFI management tea�n had not m�t the <br /> commercial diversion goals for 2003 arid are r�ot on target to meet the 2004 goal. <br /> e) The SBWMA commissioned an outside corqsultant, Brown� V��c� and Associates, to <br /> evaluate BFI s cornmercial recycIing-parfoxmance. Tt7e resulting report Iisted several <br /> recommendations for xmprovement to trie commercial recycling pYC�gram. BFI and <br /> the SBWMA h�ve prepazed an Action Plan to track BFI's progress on implementin� <br /> these recommendations. <br /> fl The SBWMA formed a Commercial Task f ox•ae that �•ecomYnend.ed €everal action <br /> items in 2002 for BFI to improve recycling (e.g. get performance goals in place, train <br /> outreach staff, and target the largest accounts). BFI did not implern�nt many of these <br /> recommendations until mid-2004. <br />
