�i� � <br /> REPOR T <br /> To the Honorable Mayor and City Council � <br /> From the City Manager <br /> June 6, 2005 <br /> Subject <br /> Downtown Parking Management Plan <br /> Recommendation <br /> Receive Downtown Parking Management Plan ("The Plan") and provide input and direction <br /> related to the plan in anticipation of introduction and consideration of appropriate ordinances and <br /> resolutions on July 11, 2005 necessary for the implementation of recommended changes. <br /> Executive Summary <br /> The Downtown Parking Management Plan describes proposed changes to the current <br /> Downiown parking system that are summarized as follows: <br /> 1. Establish parking prices on the fair market rate <br /> 2. Eliminate time limits <br /> 3. Switch meters in the core area to computerized pay-by-space models <br /> 4. Dedicate some future surplus meter revenue to Downtown improvements <br /> 5. Modify the parking permit program <br /> The proposed changes were presented to the Downtown business community in a series of <br /> publ�c workshops in March and April and are summarized in greater detail below. The Plan itself <br /> prcvides an in-depth analysis of these issues as well as particular concerns raised by the <br /> Council at the April 11 parking discussion. <br /> In addition, the Planning Commission will be considering changes to the parking requirements <br /> regulat�ng new Downtown development and an in-lieu parking fee program on June 7, 2005. <br /> Their recommendations will be forwarded to the Council at a later date. <br /> Background <br /> With the upcoming opening of the "On Broadway" retail/cinema project, parking patterns in <br /> Downtown Redwood City will change dramatically. The number of cars competing for parking <br /> spaces will increase significantly, and the hours of activity will shift from a daytime-oriented <br /> pattern to an 18 hour/7 days a week pattern. Staff appeared before the Council on April 11 and <br /> gave a presentation about these upcoming changes. <br /> The current parking management system was never designed to handle these new patterns of <br /> use. Parking meter fees aren't in effect during evenings and weekends, which aren't busy <br /> periods now but will be in the near future.
