�,� �� <br /> � � �� � ' �'� <br /> . � <br /> In order to meet the new demands that will be placed on the Downtown parking system, staff <br /> recommends the following actions: <br /> Recommendation #1: Institute Market-Rate Pricing <br /> Of a11 of the options available, only market-rate pricing can guarantee available on-street spaces, <br /> convenience, and positive experiences for powntown visitors. Some people may argue that <br /> market-rate prices are too high and will discourage people from coming to Downtown. First of <br /> a11, if parking is underused due to overpricing, then the market-rate approach dictates that we <br /> must lower the price (down to free if necessary) to attain an 85% occupancy rate. If the parking <br /> is well used, then obviously we haven't run anyone off. <br /> Initially, prices will have to be picked by the City before we can track the occupancy levels and <br /> determine accurately what the true market-price is. Based on current prices and occupancy levels <br /> in Downtown Redwood City and an analysis of prices in other Peninsula cities, staff <br /> recommends the following initial price structure: <br /> Weekdays, l0am to 6pm: <br /> Broadway and cinema side streets $0.50 per hour <br /> curb parking <br /> Other core curb parking $0.50 per hour <br /> Peripheral curb parking $0.25 per hour <br /> Outer office areas, curb parking $0.25 per hour <br /> Jefferson Garage* $0 .25 peT houl' (until Spm on Mon-Thu, and until Noon on Friday) <br /> Marshall Garage* (lower level) $0.25 per hour (until Spm on Mon-Thu, and until 2pm on Friday) <br /> Middle�eld Lot* $0.25 per hour (unt�l Spm) <br /> Winslow Lot $0.25 per hour <br /> Main Street Lot $0.25 per hour <br /> City Hall Lot $0.50 per hour <br /> Library Lot $0.50 per hour <br /> Perry Street Lot $0.50 per hour <br /> page 26 <br />
