<br />$"; <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the General Plan Subcommittee <br /> <br />June 13, 2005 <br /> <br />Subject <br />General Plan Guiding Principles and Public Outreach Program. <br /> <br />Recommendation <br />Review and endorse the attached guiding principles which will serve as the basis for the <br />General Plan goals and policies. The Subcommittee will continue to work on a public input <br />process and present a plan to the City Council at a future date. <br /> <br />Background <br />On April 4, the City Council held a joint meeting with the Planning Commission to discuss <br />progress on the General Plan. At that meeting the City Council established a General Plan <br />Subcommittee made up of three Council members and three Planning Commissioners.1 <br />The purpose of the Committee was to further work with staff to develop various guiding <br />themes and principles for the General Plan, develop a vision, and then recommend a <br />public input process to the City Council. <br /> <br />The General Plan Subcommittee met on both April 28, 2005 and May 12, 2005 to review <br />draft guiding principles and discuss a vision for the General Plan. After some discussion <br />the Subcommittee came up with the attached document. Please see attached. <br /> <br />Public Outreach <br />The subcommittee discussed various options for public outreach such as a one-time town <br />hall meeting, holding meetings with various organizations at community events, and <br />sending out informal surveys via e-mail and newsletters. However, the Subcommittee did <br />not finalize any outreach program. Rather it wants to first get City Council's endorsement of <br />the vision and principles before it recommends a specific public outreach program.
