In tenns of the roughest rides, <br />five out of the top-10 worst m~tropolitan areas are <br />located in California - further illustration of the' <br />impact that lack of adequate funding for traaspor- <br />tation improvements is having on Califo'mia's <br />roadway system. <br /> <br />The most récent statewide survey of city and <br />county needs for the local tl"t'msportation system <br />was from the SR 8 (Burton) report in 1999.
