6.1.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 23, 2017 <br />SUBJECT <br />Parcel Map and associated stormwater agreement for the 3636 Haven Avenue <br />development (Carlsen Porsche) by Carrera PRB Company <br />RECOMMENDATION <br />By motion: <br />1. Approve Parcel Map No. 2017-003 for 3636 Haven Avenue; and <br />2. Approve and authorize the City Manager to execute a Stormwater Treatment <br />Measures and Maintenance Agreement with Carrera PRB Company, a California <br />Limited Partnership <br />BACKGROUND <br />The project includes the merger of three existing parcels at 3636 and 3632 Haven <br />Avenue (the 3632 address contains two parcels) into one lot, and the abandonment of <br />an existing public access and utility easement to allow for the expansion of the existing <br />Porsche car dealership located at 3636 Haven Avenue. The project site is located within <br />Redwood City, but the adjacent project frontage is within the City of Menlo Park. <br />On June 14, 2017, the Subdivision Committee approved the Tentative Parcel Map. On <br />June 20, 2017, the Zoning Administrator approved the Architectural and Use Permits to <br />construct a 20,183 square foot addition to the existing commercial building for outdoor <br />vehicle display and sales. <br />ANALYSIS <br />The developer's engineer completed the parcel map compliant with the Subdivision Map <br />Act, Redwood City Ordinances, and to the satisfaction of the City Engineer. The parcel <br />map creates one lot and includes the abandonment of an existing easement. The <br />easement was for access and utility purposes, but had not been used for either <br />purpose. The developer's engineer also created improvement plans encompassing the <br />on-site and off-site improvements required of the project, both by Redwood City and <br />Menlo Park. An improvement agreement is generally required to guarantee the <br />installation of off-site improvements for project of this nature; however, since the off-site <br />improvements are within a separate jurisdiction (Menlo Park), an improvement <br />agreement with Redwood City was not required. <br />
