�� � � <br /> �IEPC)R�' � <br /> January 10, 2000 <br /> Subject <br /> Approve job specifications for the classifications of Library Outreach Specialist and Senior Library <br /> Outreach Specialist; and amend the Salary and Wage Plan accordingly. <br /> Recommendation <br /> 1) That the City Council, by resolution, approve the job specifications for the <br /> classifications of Library Outreach Specialist and Senior Library Outreach Specialist; <br /> 2) Amend the Salary and Wage Plan accordingly. <br /> Background <br /> Currently the classification of Library Outreach Specialist performs some informational outreach and <br /> liaison functions concerning library services. This proposal is to designate the current position as the <br /> entry level position (Library Outreach Specialist); and establish the classification of Senior Library <br /> Outreach Specialist to encompass greater responsibilities in initiating and planning outreach services <br /> as well as the provision of basic library services under the general direction of the Manager of <br /> Communities Libraries. It also provides an additional career ladder for those who have a <br /> baccalaureate but not a Master of Library Science Degree (MLS). The proposed revision is helpful <br /> for the Library to recruit and retain those employees who value the community as a partner in <br /> providing library services. It places more emphasis on collaborating with and understanding the <br /> community, and consequently providing more relevant library services. <br /> Discussions have been initiated with the bargaining unit (Service Employees' International Union) <br /> concerning the proposed change and new job specifications, and dialogue will continue on a few <br /> issues. The proposed job specifications and salary ranges are attached (Exhibits A and B). <br /> Fiscal Impact <br /> There is no negative fiscal impact because: 1) there is no salary change in the existing outreach <br /> classification (Library Outreach Specialist); and 2) we are replacing the existing funded vacant <br /> position of Library Services Supervisor with the Senior Library Outreach Specialist, which has a lower <br /> range of salary. The supervisory responsibilities of the existing vacant supervisory position will <br /> transfer to an existing Division Manager.
