Summarize findings in a "stand-alone" draft air quality technical report in a setting/ <br />impact/mitigation format. <br /> <br />Transportation, Circulation, Access and Parking <br />A traffic analysis will be prepared by others to assess the project's effect on the planned <br />transportation network. Based on this traffic analysis, the EIR will identify potential <br />impacts and recommend improvements to the circulation system which would mitigate <br />the project's significant impacts to below a level of significance. <br /> <br />. <br /> <br />Peer Review of Traffic Study and Transportation Demand Management (TDM) <br />Program: Fehr & Peers will perform a peer review of the Redwood City Costco <br />Expansion traffic analysis prepared by Kittelson and Associates to determine if it <br />adequately addresses the impacts of the proposed project. Our review will include an <br />assessment of the general scope of the analysis and the underlying traffic assumptions <br />as well as the methodologies used to evaluate the existing and future traffic operations. <br />Fehr & Peers will evaluate the trip generation, trip distribution and trip assignment <br />assumptions, along with the impact analysis and proposed mitigation program. <br /> <br />Fehr & Peers will also perform a peer review of the TOM program and .coordinate with <br />City/County Association of Governments (C/CAG) to verify its acceptanèe. <br /> <br />Local Residential Neighborhood Streets: The following intersection and roadway <br />segments will be analyzed under Existing, Background, and Project Conditions: <br /> <br />. Middlefield Road and Flynn Street (unsignalized intersection) <br />. Charter Street (roadway) <br />. Flynn-Avenue (roadway) <br />. Willow Street (roadway) <br />. Laurel Street (roadway) <br />. Scott Avenue (roadway) <br /> <br />The physical characteristics of the surrounding roadway network will be reviewed during <br />a site visit to identify existing roadway cross-sections, intersection lane configurations, <br />traffic control devices, surrounding land uses, and the locations of pedestrian, bicycle, <br />and transit facilities. Existing intersection/roadway operations will be observed, <br /> <br />Our proposal includes new AM and PM peak period intersection counts at the one study <br />intersection and 48-hour roadway volume counts at one location on each roadway (5 <br />locations) as well as collection of speed data for the following roadways: <br /> <br />.
