<br />....s: / ¿ ""'< £; <br /> <br />We will contact City staff in the identified communities to ask about observed effects of <br />the Costco expansions and gas stations. These observations are most likely to be <br />qualitative, but we will also attempt to obtain information about sales in retail outlets, <br />closures of competing stores, or other quantified data to describe the impacts of the <br />completed projects. <br /> <br />Economic Task 4: Estimate Economic Impacts <br />Direct Impacts. Using information provided by the project sponsor, we will report the <br />number of new jobs that would result from the proposed Costco expansion and gas <br />station, and the total income (wages and benefits) associated with those jobs: This <br />estimate may be considered the "gross change" in jobs; it does not consider possible <br />offsetting job losses in competitive stores. <br /> <br />Indirect Impacts: Jobs and Incomes. Using information about employment and sales <br />patterns in the city of Redwood City, projections of population growth in the Redwood <br />City market area, and information obtained from the comparable communities and from <br />previous projects, we will estimate the impact of projected retail sales attracted by the <br />proposed store expansion and gas station on existing stores/stations and jobs in <br />Redwood City. This estimate will be based primarily on a comparison of the supply Qf <br />retail store space to the estimated demand for retail goods. We will also consider a <br />range of scenarios in which shares of existing and projected retail sales shift to the <br />expanded Costco because prices there are lower than at competing stores. <br /> <br />Using information obtained in Task 2, we will translate the estimated impacts on jobs <br />into impacts on personal income. The combination of jobs added at the proposed <br />project (the gross change, or direct impact) and jobs lost at competing locations (if any) <br />will be the net change in jobs, and the net impact on jobs of the proposed project. <br /> <br />We will also estimate the impact of the project on the amount of retail and gas station <br />space supported elsewhere in Redwood City. This estimate will be based on the sales <br />volume expected in the additional store space and the gas station and the amount of <br />. space/number of stations that this volume would support in non-warehouse outlets. <br /> <br />Economic Task 5: Prepare Draft Report <br />We will synthesize the information we collect in Tasks 1 through 4 into a draft stand- <br />alone report that describes the economic impacts that could result from the proposed <br />project and alternatives. We will provide electronic copies of the report to the City and <br />the EIR consultant for review. We ask that all comments be returned to us on a single <br />printed copy of the report, and that they be non-contradictory. <br /> <br />We would be happy to meet with the EIR consultant and the City to discuss comments <br />on the draft report. <br /> <br />Atty/Agr/2005,024 <br />062105 <br /> <br />23 <br />
