<br />" <br /> <br />Alternatives <br />There are several options that the City Council can undertake. These options are <br />summarized below -and in the attached chart: <br /> <br />1) Retain the current zoning while studying housing land-use issues for the downtown <br />during the General Plan update (Le. an area plan to be started immediately and will take <br />about 4 - 6 months). This permits current development proposals to proceed. <br />Staff Recommendation <br /> <br />2) Rezone the downtown to an Interim Study (illS") Zoning District, thereby putting a <br />moratorium on all new development in order to allow staff time to further study housing <br />opportunities for the entire downtown. <br /> <br />3) Direct staff to immediately prepare a Zoning Text and General Plan Amendment to the <br />Central Administrative ("CA") Zoning District in the downtown in order to allow housing. <br />This would take about 4 months. The Council would then proceed with the area plan <br />discussed in recommendation #1. <br /> <br />4) Do nothing and retain the existing downtown zoning without further studying this <br />issue. <br /> <br />,Simply put, the decision is a matter of timing. Council could direct staff to either begin to <br />study the housing issue now (either through the illS" zoning district or initiate a rezoning <br />of the "CA" district to allow housing), all of which may delay pending projects. It could also <br />retain the existing zoning and direct staff to begin work on the area plan immediately for <br />future projects. <br /> <br />Staff recommends Alternative 1, leave the current zoning in place and co.nduct a downtown <br />area plan. The City intends to study the downtown and potential housing anyway as part <br />of the upcoming General Plan update. Requiring an area plan now would speed up the <br />general plan update process for the downtown. Besides, the developer does not wish to <br />construct housing at 500 Arguello. <br /> <br />As indicated in a separate staff report, the City Council in a recent survey selected the <br />downtown as the top area to further study and to include as an area plan. Housing in the <br />downtown will be a major ,\o~2at plan.
