<br />Mr. Mike Church <br />Re: City Block: Arguello-Bradford- Warren & Fuller <br />January 4, 2000 <br />Page 3 <br /> <br />successful redevelopment along with employee interest in using mass transit to connect to <br />other parts of the Bay Area. <br /> <br />3. Zoning Modifications are Inappropriate. <br /> <br />A. The inclusion of a housing element into the CA zoning would not result in a successful <br />residential project due to the physical proximity tò the county jail. Three of the four sides of <br />the eight-story county jail look upon the site. An actual tour resulted in our adamant opinion <br />that a residential development would be unsafe due to the immediate site lines from the jail <br />cells. Based upon conversations with deputies, inmates would peer down upon the <br />residential units monitoring the occupants' living habits and possibly communicating illegal <br />opportunities to be orchestrated from the outside. Additionally, inmates Me visable at night <br />and would create a compromised residential environment. Based upon my interviews with a <br />couple of the departing residential tenants living at our site, the jail is noisy at night and it <br />creates a very uncomfortable-feeling for the female occupants. Safety and liability are <br />major concerns. <br /> <br />B. An impromptu modification to the zoning is tantamount to "spot" zoning and would signal to <br />all landlords a lack of reliability and continuity in the application and administration of the <br />city's zoning ordinances. I have discussed the zoning modification with other landlords in <br />the CA district and they have concurred with our opinion. <br /> <br />C. Major residential opportunities are being developed in other areas of Redwood City. The <br />Irvine and Shea development is a perfect bookend to downtown on the south. Residential <br />uses in this arèa are appropriate. Conversely, by example, the redevelopment of the Towne <br />Ford site as an expansion of the county jail would be just as unpalatable to the new apartment <br />projects as the proposed inclusion of residential is to our location. <br /> <br />4. Summary. <br /> <br />The Arguello-Bradford site is uniquely positioned to create a new high end office project, <br />consistent with its zoning, to provide an appropriate neighbor to the county and further ignite the <br />rebirth of downtown Redwood City.
