To the Honorable Mayor
From th

REP'ORT

January 24, 2000

Subject
Hiring of IT Analyst II above entry level.

Recommendation
That the City Council approve the hiring of Kimberley Jamar as an IT Analyst II at $5,000
per month.

Background
Currently, the salary range for IT Analyst II is $4,608 to $5,530 per month. Section 23.31
of the Redwood City Code of Ordinances requires Council approval of any appointments
above the initial point in a salary range.

Given the current demand for Information Technology professionals in the local
employment market, it is becoming more challenging to recruit qualified individuals. We
have to compete with well-financed Silicon Valley enterprises for the limited number of
analysts that can support financial applications.

Ms. Jamar has worked with Information Technology for twenty years. She has worked with
accounting systems and has many years of experience with a database similar to the City's
programming environment. She also has experience with project management and
conversions and would be a valuable resource for the Information Technology Division.

Due to the intense competition for competent software professionals, it is to the City's
advantage to offer a higher beginning salary in order to hire the most qualified candidate
available.

Fiscal Impact
Funds allocated in FY 1999-00 budget will be sufficient for this salary level.

~4(~~

George W.
