<br />REPORT' <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />'- <br /> <br />January 24, 2000 <br /> <br />Subject - <br />Increase to current salary ranges for the Communications Dispatcher and Police Clerk <br />classifications. <br /> <br />Recommendation <br />It is recommended that the current salary range for the Communications Dispatcher and <br />Police Clerk classifications be increased - as described below - retroactive to December <br />6, 1999. <br /> <br />Background <br />In September 1999, the Department of Human Resources began recruiting for the position <br />of Communications Dispatcher. Because of difficulties in previous recruitments for this <br />position, Human Resources commissioned a salary survey. This survey showed that the <br />Communications Dispatcher classification was 19.42 percent below market. The current <br />top step for this classification is $4032 monthly (with 7% PERS bonus). It is recommended <br />that the top step be increased 19.42% to $4815 monthly (with 7% PERS bonus). <br /> <br />In November 1999, the Police Department asked the Department of Human Resources to <br />conduct a satary survey for the position of Police Clerk. This survey showed that the Police <br />Clerk classification was 6.73 percent below market. The current top step for the Police <br />Clerk classification is $3223 monthly (with 7% PERS bonus). It is recommended that the <br />top step be increased 6.73% to $3440 monthly (with 7% PERS bonus). <br /> <br />Alternative <br />The alternative would be to leave the salary ranges unchanged. Human Resources is <br />experiencing difficulty in filling vacant positions - even with competitive salaries - because <br />of the low rate of unemployment. This difficulty would be further exacerbated if the salary <br />ranges for these classifications were to remain noncompetitive with the local labor market. <br /> <br />- <br /> <br />Fiscal Impact <br />The additional annual cost to the Police Department will be $161,188. Some of this <br />additional cost will be offset by a decreased need for recruitments, as it is less likely <br />that the department will lose èxperienced dispatchers and records clerks to neighboring <br />police agencies with more competitive salaries.
