<br />To the Honorable <br /> <br /> <br />REPORT <br /> <br />January 24,,2000 <br /> <br />Subject <br />General Plan Update Process <br /> <br />Recommendation <br />1) Prepare a downtown area plan plus any other plans the City Council may want to include in <br />the General Plan update <br />2) Select the combination steering and advisory committee approach for the public input <br />process <br /> <br />Background <br />On September 28, 1999, the City Council and Planning Commission held a joint study session <br />to discuss the General Plan update. At that meeting, the City Council requested that a new <br />survey be undertaken to determine what areas of the City should be studied as part of an area <br />plan 1. The Council also asked staff to investigate the pros and cons of various public review <br />processes for the update. <br /> <br />1) Survey Results <br />Staff sent out a survey to both the Planning Commission and City Council, asking them to rank <br />certain locations for area plans. Presented below are the results of the survey. The projects are <br />ranked from 1 - 11, with 1 being the highest priority2, <br /> <br />-,~' <br /> <br />Ranking Area Plan <br />1 Downtown (around proposed theatre site) <br />2 Expanded Downtown (bordered by Whipple, Highway 101, EI Camino, <br /> and Woodside Road) <br />3 Expanded EI Camino Real (from the southern city limits to Broadway <br />4 EI Camino Real (between Broadway and Brewster) <br />5 South of Woodside (West of Highway 101, East of Bay Road, North of <br /> 2nd Avenue) <br />6 Rolison Road <br /> <br />1 An area plan specifies policies and development guidelines to a small geographic area and is implemented by <br />ordinances and other subsequent discretionary actions, such as zoning. An example of such a document was <br />the Franklin Street Area Plan prepared in 1993, which served as the genesis for the Franklin Street <br />redevelopment. <br />2 Weighted and average scores are in the appendix <br /> <br />'~"."., -,.
