<br />3L-( <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 7, 2000 <br /> <br />Subject: <br />Amendment to First Chance South Joint Powers Agreement. <br /> <br />Recommendation: <br />The City Council approve the amendments to the First Chance South Joint Powers Agreement. <br /> <br />. " 0 .' .- <br />, - .0 . <br /> <br />Summary: <br />The participating agencies in the First Chance South Joint Powers Agreement wish to amend the <br />agreement. The amendment increases the County's contribution and includes cost of living <br />language to eliminate the need for future amendments. All other conditions of the Joint Powers <br />Agreement will remain unchanged. The amendment will have negligible affect on the city's <br />contribution. The County's cost of living increase is based on the Bay Area's rate of inflation, <br />program operating costs, and available County financial resources. This year, the city's <br />contribution to First Chance will be approximately $77,000. <br /> <br />First Chance South was opened in 1992 as a drop-off center for persons charged with violations <br />of 23152 CV.C. (DUI) and 647f P.C. (Public Intoxication). In addition to providing temporary <br />housing, the program offers arrestees the opportunity to receive substance abuse assessment, <br />counseling, and referral from trained professionals. <br /> <br />The participating agencies are Atherton, Belmont, Foster City, Half Moon Bay, Menlo Park, <br />San Carlos, San Mateo, and Redwood City. The program is operated by FACES, Inc., and <br />administered under a Joint Powers Agreement between the South County cities and the Health <br />Services Agency which represents the County. <br /> <br />~ 0. i-:-- <br /> <br />Scott D.
