<br />3'}> ~\ <br /> <br /> <br />February 7, 2000 <br /> <br />Subject <br />Advertisement for Bids <br />Friendly Acres Area Storm Drain Improvements <br />Engineering File No. 801-04 <br /> <br />Recommendation <br />Adopt a resolution approving the Contract Documents entitled, "Contract Documents for <br />- the Friendly Acres Area Storm Drain Improvements - Phase I Project," and authorize <br />the advertisement for bids. <br /> <br />Background <br />Within the last 50 years during the winter storm season, 29 of those years have been <br />plagued with severe flooding of streets and homes in the Friendly Acres neighborhood. <br />The causes of the flooding are due to the absence of a local collection system, an <br />insufficient regional transmission system, and an inadequate pumping capacity. <br /> <br />Since 1998, staff from the Storm Drainage Section of Public Works Services, and <br />EngineeringlConstruction have begun a series of modifications to the existing storm <br />drainage system. The need of a flood-gate on an existing outlet pipe has been identified <br />and installed, installation of an emergency power facility has been completed, the <br />pumping. facility has been renovated, and it now performs at its maximum capacity. <br />However, the long-term improvements of the flooding issue have not yet begun. <br /> <br />The goal of the improvement program is to install a drainage system to convey the <br />regional storm water under a thirty-year storm event, and a drainage system to carry <br />local storm water under a ten-year storm event. <br /> <br />This project is the first phase in implementing the Drainage Improvement Program, as <br />described in the Strategy Plan submitted to the City Council January 20, 2000. The <br />scope of this project is to construct the partial transmission system (1,400 linear feet of <br />54"-66" pipe) on 5th Avenue from Broadway to Rolison Road, and construct a local <br />collection system (1,400 linear feet of 12"-30" pipe) on Hoover Street from Second <br />Avenue to Eighth Avenue. This project will provide temporary storage volume of the <br />storm water, and immediate relief of local ponding problems under a small storm event. <br />This project will not relieve any major flooding problems in the area, until the entire <br />drainage system is complete. <br /> <br />This project has been endorsed by the Utilities Committee, and design has been <br />completed by the staff of Engineering & Construction, and is now ready for <br />advertisement.
