<br />3G--( <br /> <br />RERORT' <br /> <br />To the Honorable Mayor and City Council <br />FromtheCiMana er <br /> <br />February 7, 2000 <br /> <br />Subject: <br /> <br />Resolution amending the salary and wage plan for the Information Technology Manager <br />classification. <br /> <br />Recommendation: <br /> <br />That the City Council, by resolution, amend the salary and wage plan for the position of <br />Information Technology (IT) Manager. <br /> <br />Background: <br /> <br />Over the last two to three years, all public agencies in the Bay Area have been suffering from <br />varying levels of information technology staff turnover, due in large part to the private sector <br />offering inflated salaries, stock options and working conditions that cannot be matched in the <br />public sector. In the past two years the City of Redwood City's IT Division has had an increasing <br />number of its èmployees leave for private sector jobs. Turn over in any part of the organization <br />has negative impacts; however, with IT the impact is felt citywide. <br /> <br />The Finance Department and the Redwood City Management Association approached Human <br />Resóurces to look at the salary for the IT Manager classification. <br /> <br />The Human Resources Department conducted various salary surveys in both public and private <br />agencies and found that this position was extremely below market in both private and public <br />agencies. A public sector survey with cities of comparable IT operations found the position of IT <br />Manager to be below market by 12.05% (see attachment 2).
