Proof of the Notification shall <br />be submitted by the applicant to the Zoning Administrator <br />prior to the issuance of a permit. No hearing on the gr::mt of <br />the ^pplication issued pursuant to this section shall be held <br />before a decision ic made unless a hearing is requected by <br />the applicant or other affected person. The applicant or other <br />affected person may appeal the decision of the Zoning <br />Administrator to the City Council within seven (7) calendar <br />days from the date of the decision. The appellant shall pay <br />the cost of the appeal to the City Council" <br /> <br />2. Section 2.
