<br />SC~ <br /> <br />retrieval service so retrieval service could be considered together with the ordinance. <br />Since August, staff has: <br /> <br />Q solicited proposals and received 4 proposals for a City-wide retrieval service; <br />IJ met with thirteen retailers, representing 10 stores; <br />Q formed a committee to develop criteria to evaluate subsequent proposals from <br />retrieval service providers (November 30th meeting), and <br />Q interviewed each of the 4 proposers on Dec. 7, 1999. <br /> <br />The interview committee recommends that the contract be awarded to Scott Junior <br />Shopping Cart Service, who bid $3.00 per cart to pick-up and return carts to either the <br />owner or to the City corporation yard. This bid applies to every volume, for example to <br />1,000 carts per month and to 3,000 carts per month. Other bids ranged from $2.60 per <br />cart for retrieval of 3,000 carts and $4.00 per cart for 1,000 carts per month to $5.00 per <br />cart for every volume. In the opinion of the committee and upon discussion with other <br />communities, Scott Junior was determined to be the provider to best meet the City's <br />needs. The operation of the retrieval program is described in Attachment 2. An <br />agreement for retrieval services will be recommended for approval following the second <br />reading of the ordinance. <br /> <br />3) The Public Education Campaign <br />A public information campaign was advocated by the Council, the attendees of the <br />November 16th meeting, and the committee. Key elements of the effort to familiarize <br />residents with the laws of California and the City, and planned enforcement include: <br /> <br />Q A City-wide mailer in the utility bill. <br />Q Work with the Tri-County Apartment Association to distribute educational material <br />to apartment managers, who in turn can distribute material to their tenants (who <br />may not receive utility bills from the City). <br />Q Distribution of material (perhaps door hangers) to neighborhoods with a high <br />incidence of stray shopping carts - successful in Mountain View. <br />Q Newspaper articles. <br />IJ Work with Neighborhood Associations. <br />Q Work with the American Association of Retired Persons (AARP) regarding provision <br />of alternative carts at a low price. <br />IJ Courtesy notices to people with shopping carts not on business premises informing <br />them of the law. <br /> <br />4) Fines <br />Both Concord and San Mateo include in their shopping cart ordinances penalties of a <br />$1000 fine plus a $50 fine for each day of non-compliance. These penalties apply to a <br />store's failure to submit a plan for City approval or to implement a shopping cart plan, or <br />when required, failure to install physical measures to prevent removal of carts from the <br />business premises. <br /> <br />It is important that the City: 1) impose fines on businesses that fail to install signs on their <br />carts (otherwise the City bears the cost of retrieving those carts), and 2) enlists the <br />participation of most retailers in the City's program. Even so, some unsigned carts may <br />find their way into the City from unincorporated areas. The City has the opportunity to <br /> <br />.. "~..._.-.-. "-'.T <br />
