<br />'SJ) ( <br /> <br />REPORT <br /> <br />To the Honorable Mayor andE:ityE:ouncii <br />From. the City Manager <br /> <br />February 14, 2000 <br /> <br />Subject <br />Irvine Apartment Communities (lAC) Traffic Mitigation Fee Agreement <br /> <br />Recommendation <br />Approve, by resolution, the subject lAC Traffic Mitigation Fee Agreement. <br /> <br />Background <br />On November 4, 1997, the Planning Commission certified a Mitigated Negative Declaration <br />(MDN) and approved a Planned Development and Tentative Map for lAC's proposed 155 <br />residential units/100 slip marina located on 12 acres at 700 Bair Island Road. The MND <br />included a Traffic Study, which determined that traffic generated by the project, and future <br />projects in the area, would contribute to traffic congestion. This congestion could result in <br />gridlock on East Bayshore Road and temporarily eliminate access to the Bair Island Area. <br />The Redwood City Police and Fire Departments have cited this congestion as an existing <br />problem and have indicated that secondary access to the Bair Island Area is desirable in <br />order to provide adequate emergency vehicle response. <br /> <br />To provide secondary access to the Bair Island area, the Traffic Study recommends the <br />extension of East Bayshore Road across Redwood Creek to Blomquist Road (Blomquist <br />Road extension) in the form of a one lane emergency vehicle access road (refer to Figure <br />1). The traffic consultant estimated that the Blomquist Road extension would cost <br />approximately $3.7 million. lAC and other Bair Island area developers will pay a fair share <br />proportion for this improvement (refer to Figure 2 (includes Vicinity Map)). The Traffic Study <br />used auto trip generation rates to determine each developer's fair share Traffic Mitigation <br />Fee. According to the study, lAC's fair share is 17% of $3.7 million ($638,780). <br /> <br />The Traffic Study also recommends that the two existing northbound lanes on East <br />Bayshore Road south of Whipple Avenue be extended south to the Syufy theater exit drive <br />(refer to Figure 3). This improvement will increase roadway capacity and should help to <br />reduce traffic delay on East Bayshore Road. The City's traffic consultant estimated the cost <br />of this improvement at $630,000. Therefore, lAC will also pay 17% of $630,000 <br />($107,100) (refer to Figure 2). <br /> <br />In addition, lAC is required to pay 17% of all yet to be determined costs relevant to <br />constructing the Blomquist Roadway extension near an existing SBSA sewer force main. <br />The Traffic consultant's analysis did not anticipate the possibility of additional design and <br />construction costs necessary to build the Blomquist Road extension near SBSA's existing <br />force main. It is estimated that this cost could vary from $600,000 to $1.5 million. <br /> <br />""""-'----"'T'" <br />
