Require an Agreement payment from developers and limit their liability for future <br />payments, since the agreed payment may not reflect the actual mitigation costs. <br />5. Require nothing of the developer. <br /> <br />Council directed staff to have the developer pay the entire cost of the one-lane Blomquist <br />roadway extension and to allow development to proceed before the mitigation was complete. <br />Fehr and Peers, our Traffic Consultant, estimated the cost of the one-lane road at $3.7 million. <br />It was determined that the $3.7 million would be shared proportionately by K&B (6%), lAC <br />(27%), a future Uccelli site developer (38%), AmeriSuites Hotel (21 %) and a future office <br />space developer (8%). The percentage or 'fair share' traffic mitigation fees were based on <br />anticipated auto trips generated by each development. <br /> <br />B. New Issues: <br />SBSA Force Main <br />After the Fehr and Peers Traffic Study was completed, staff discovered that the Study did not <br />take into account the roadway's proximity to a SBSA force main (sewer pipeline). The <br />pipeline runs through certain portions of the proposed Blomquist roadway extension's <br />alignment. <br /> <br />Jim Bewley ofSBSA informed staff that the proposed Blomquist roadway can not be built over <br />the existing force main. We also discovered that building near the sewer main could add to <br />project design and construction costs. In addition, in order to stay clear of the pipeline, the <br />Redwood Creek bridge may need to be realigned and lengthened. This realignment could also <br />impact one or two houseboats at Docktown Marina. Roadway/bridge realignment costs are <br />still yet to be determined. An engineering study will be necessary to determine whether it is <br />less costly to realign the road/bridge or to realign the sewer main. <br /> <br />These unknown roadway realignment costs will be shared proportionately among Bair Island <br />Road area developers, based on the percentages previously established for each development <br />(K&B (6%), lAC (27%), a future Uccelli site developer (38%), AmeriSuites Hotel (21%) and a <br />future office space developer (8%)). <br /> <br />The engineering study could reveal that the Blomquist roadway/bridge realignment costs are <br />more than the Bair Island Road developer(s) can bear. If this occurs, the City will need to find <br />matching funds from local, state and/or federal public transportation agencies to complete the <br />roadway extension. <br /> <br />Corp of Engineers Permit Amendment: <br />In June, the Corps informed staff that they will extend our permit (to allow construction of a <br />bridge over Redwood Creek) to April 15, 2000.1 However, the unanticipated roadway realign- <br />ment will require a Corps Permit Amendment. Staff is uncertain whether the Corps will grant <br />this amendment. <br /> <br />I According to the City Engineering Division, this mitigation will be completed on or before April 15, 2000. <br /> <br />"'----"--""T"" <br />
