~( \

REP'

January 10, 2000

Subject
Agreement for Consultant Engineering Services for the Bayshore Road Widening Project
Engineering File No. 1204-01

Recommendation
Adopt a resolution approving and authorizing execution of agreement with Nolte and
Associates, Inc., of San Jose, California, for providing consultant engineering services
for Bayshore Road Widening Project, in an amount not to exceed $57,932.

Background
This project began with the planned unit development permit for the projects at the end
of Bair Island Road. These developments include the Kaufman and Broad (K&B), 46-
unit residential project, Irvine Apartment Community (lAC), 155-unit apartment complex,
and 100-slip Marina.

At a previous meeting, the Council was asked to approve a Traffic Mitigation Fee
Agreement with the two developers to pay their fair share for the extension of Blomquist
Street over Redwood Creek, then connect to Bair Island Road. The total cost for the
Blomquist extension is estimated to be over $7.0 million. This cost will be prorated
among present and future developers to pay for this extension. The development
process could take several years to complete, and total funding will not be available for
some time.

In the interim, the traffic study for these projects recommended that two existing lanes
on Bayshore Road south of Whipple Avenue be widened to provide an additional lane,
at least to the theater entrance at the Century Park Theater complex. The City will use
money already contributed for the future Blomquist Extension to pay for the Bayshore
Road Improvements. The total cost for these improvements is estimated to be
$630,000.

The consulting firm of Nolte and Associates, Inc. has worked with staff in developing
the preliminary engineering costs for this phase of the project. The background and
experience they bring to the project are the reasons they were chosen for this
assignment. Their fee of $57,932 is considered a good and reasonable fee for this
work.

""'-'-""--'T .
