<br />~\ <br /> <br />REP()A~ <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 14, 2000 <br /> <br />Subject <br />Funding Agreement with the State Coastal Conservancy (99-0370), for the Construction <br />of a Bay Trail in Redwood Shores - Engineering File No. 1604-03 <br /> <br />Recommendation <br />Adopt a resolution approving and authorizing execution of agreement with the State <br />Coastal Conservancy, to accept a grant, up to $90,000, to be used to build a portion of <br />the Bay trail in Redwood Shores (south of Redwood Shores Parkway, directly behind <br />Peninsula water storage tank number 2, adjacent to the Pacific Athletic Club). <br /> <br />Background <br />The levee system that protects the Redwood Shores area also serves as Bay trails and <br />recreation to the public. Currently, the southern terminus of this trail is located <br />approximately at the cul-de-sac at Spar Drive. The levee (from Spar Drive heading <br />west) leads to a body of water, which acts as a retention basin and a bird sanctuary. <br />This sanctuary was constructed as a mitigation measure for the filling of Phelphs <br />Slough. The existing trail terminates with a chain link fence as it approaches the water <br />storage tank. This project will extend this trail west, approximately 1,600 feet. At the <br />end of this extension the trail will continue, but will be constructed as part of the <br />proposed hotel development on that site. The hotel development also proposes a <br />bridge, extending from the terminus of the existing Twin Dolphin Drive across the creek <br />leading to the retention basin, onto the development. This bridge would provide <br />potential trail users with easy access from Redwood Shores Parkway and Twin Dolphin <br />Drive. <br /> <br />The developer of this hotel actually made the application for this grant on behalf of the <br />City. The City is obligated to put up signs recognizing the funding from the <br />Conservancy. Other requirements include design review, and insurance and bonding <br />to protect the Conservancy. <br /> <br />The construction of this trail will be incorporated into the Levee Segment 1 project as an <br />extension to the levee improvements. This way it can be treated as one project with <br />two different funding sources, which will yield significantly lower administrative <br />expenses. <br /> <br />A complete copy of both agreements is available for review in the City Clerk's office. <br /> <br />"~"'d'--' ._.
